Acrobat 8 Professional (not Standard) lets you throw a switch that
turns on the commenting functions in Acrobat, if that is what you mean
by annotation. Form saving, too, if you have fewer than 500 users.

The option to turn on commenting in Reader existed in Acrobat 7 Pro as
well, but not the capability to add form saving.

You cannot do this at creation. It is done post-creation with a simple
menu action. Your end users will need Reader 6 or better to add
annotations.

If you just want to mark up a PDF yourself and don't want to add
rights for other users, take a look at www.pdfnitro.com.
