How very enlightened, from your lips to the VP of Devt's ears.
Previously on a Dev't team, I lobbied to get management to hand-off code
comments to language-proficient TWs already on staff. When that didn't
work, I created IDE add-ins to generate comment templates for the
developers to complete. When that wasn't enforced, I walked.

Sadly, if you don't land in an environment where the API is a
customer-facing commodity, you might never have to aspire to code
literacy.

with code. Partly they want writers who can analyze the code and do the
commenting behind the developers, because they figure the developers
work faster if they aren't "wasting" their time writing comments.
