If your web presence only contains static or even dynamically scripted
*informational* pages, you've got a website. Strictly speaking, a web
application consists of encapsulated tiers that handle data, data
access, business rules and presentation and is delivered using web
protocols such as HTTP(S), SOAP, etc. Generally, however, if it's
HTTP-delivered, accepts input (from an interface), dynamically processes
(data according to defined rules), stores (data in a database, XML, etc)
and outputs the data on demand, then congratulations, it's a web
application!

In this context, IE is only an application if you're on the MS
development team and even then it's just a desktop/windows application
that requires internet access to execute some of its functions.
