Engineering often doesn't want to do something. What does the product
manager/marketing manager say?

If the battle for calling an application an application has already been
fought and lost, I would name it according to its function, i.e., word
processor, network admin screen, whatever. You might also
consider whether it really needs to be called "web" anything. The
last company I worked with that used a browser-based interface
just installed desktop icons and menu items with a program name.
