Dear Concerned,
I would approach it as simply a career path preference for you. Saying
that you are a wasted resource implies that someone is doing the wasting
and that someone may not appreciate that implication.
It's never out of line to discuss with management your career goals. I
might say something like "I've been here a while and I really like the
job, but what I really want to do with my career is focus on the technical
end of things. My prior experience in the business end has shown me that I
am much happier when I focus on the technical writing deliverables. How
can we adjust my current position to be more in line with my career
goals?"
Friendly, open-ended, non-judgemental, and non-confrontational. All the
things that make for a positive negotiating experience. If they value you,
they will work with you to help you meet your goals.
If nothing changes, that too is an answer.
