I've used the Rational Toolset extensively, including RequisitePro, with
the Rational Unified Process (RUP). The great thing about this tool is that
it is object oriented (so if you change a requirement, and the requirement
is embedded in documents, all the references to that requirement changes,
including in any documents). RUP also includes instructions, guides, Word
templates, and more. If you have that, all the "directions" are there. They
have some pretty good training, and excellent support people. I highly
recommend it.
