Our cross-references to figures point to the figures themselves, not the
captions. The way this works is that the figure's auto-numbering is
maintained in the figure paragraph, and the numbering format of the
caption paragraph (which is under the figure) just repeats the number
from the figure (i.e. the caption's autonumber format is identical to
that for figures, except that instead of 'n+' it's just 'n').
