The directions in the RFP are not that precise. I have a copy and the RFP
states the primary issues that need to be addressed, but there is not a
precise list of requirements. There are precise requirements for the
appendices, but not for the proposal itself. From what I have heard,
proposals come in different formats and there is no consistency. What I am
not told is if the "approved" proposals have a consistent format. I will
mock up my outline for my friend according to what is in the RFP, which is
vague, but does includes a couple of requirements.
