Actually, it's not anywhere near the problem in FrameMaker
that it is in other applications, because FrameMaker works
differently: the space between paragraphs is the larger of
space below the leading paragraph and the space above the
following paragraph. IOW, size matters<G>.

IIRC, Ventura Publisher also works this way.

Regardless of the tool's way of working, investing time and
effort in planning the information design and the layout
design of the document avoids awkward inter-paragraph spacing,
and relieves authors from the extra effort of adjusting
spacing manually.

When planning, I find it easier to calculate the space with
the "larger space wins." YMMV.
