Word also has the option to work this way, the option can be set on a
per-document basis. In Tools, Options, Customize, the space between
paragraphs is the sub of the Space Before and Space After values if you
check the "Don't use HTML paragraph spacing" box. It is the greater (rather
than the sum) if the box is unchecked. The option has been there since Word
2000.
