Based on what you've provided, my guess is that defining a time period and
location is part of a set-up step that happens prior to the running the
report. So, maybe you need two sentences:
1. Define the time period and location for the report. [Perhaps there are
other parameters that should be set as well. Is it clear to the user how to
set these parameters?]
2. Select Run when you are ready to create the report.

I am writing the same things over and over again so have become
confused, what would be better to use?
To run the report, define a time period and location.
Or
Define a time period and location to run the report.
(I prefer the first)
