There is *NO* reason to be so fussy because a company doesn't want to
*buy* a graphics program, when there is a plethora of them that are
completely free.

Aside from the very powerful GIMP (or the modified version that
closely mimics Photoshop's interface, GIMPShop, there are many others.
Look, for example, at the Freeware section of Snapfiles:
