IIRC, the most recent version of WebWorks actually transforms
FrameMaker lists into tables instead of HTML list tags specifically to
get around this issue. (Which I think unnecessarily complicates the
process of designing a transformation if you don't want to use their
default settings, but that's a whole 'nother issue....)
