I'm very surprised that a FunctSpec was part of the project if Agile
with scrums. With our one dev team that uses Agile/scrum, we have no
specs, but we've at least been incorporated in the scrums, and per the
lingo, we began as chickens but I'd say we're actually pigs at this
point. So, we're becoming respected members of the team, and it's being
reflected, slowly but surely, in the time certain team members devote to
doc review, but reviews are still sketchy. Not there yet.
You are fortunate, though, to be in a situation where doc review is a
req.

Take it one step further...the project I've been on since Jan and
going out this month (why do you think I'm here at 8pm) has been done
Agile with Scrums....this is new to us.
Included in each project story is to create a FunctSpec and to review
documentation. They cannot close their Iteration (and therefore go to
their next feature) without doing the documentation part.
(Now, THAT was a battle and there were times the Scrumaster crossed
me in the hallway and didn't look at me, but that usualy lasted on a
few hours)
