There are plenty of companies that serve multiple
competitors in a given industry. You just need to be
able to show each one that you will maintain strict
confidentiality, and of course do so. Sign their NDAs
as required, making sure to eliminate any provision
that says you can't work for other companies in the
same industry.

Now that you've got me thinking in a marketing vein, I
imagine for some situations, you might not even have
to find out who actually submitted losing bids. You
could make educated guesses yourself in some cases,
and also simply market via cold calls or letters to
companies in the same or related industries who would
understand the significance to them of "I recently
wrote the winning proposal for ExampleCo's $37 million
contract with the town of Mayberry."
