It depends. If I'm working with "a committee" where one or more members can be relied upon to comment or criticize or demand background supporting each and every edit, then sigh it's on paper so everybody can see "what I'm up to". I tend not to stay in those environments for very long (my choice).

When I'm lucky enough to be hired on the basis of my credentials and portfolio and am given some trust to use my expertise to improve the documents, I edit onscreen. Usually I'm working in Word, so I can use the "track changes" feature just in case anybody wants to know what got changed (if not why I changed it).
