Peter's take seems right: I've been on a cell technology contract for
eight months and had not seen the term before your question. That said,
I'm guessing it refers to which cell a device like a mobile phone
chooses to use when located in an area with overlapping cell tower
coverage. Signal strength is the main, but not only, consideration, and
the considerations vary by carrier. I've not seen a standardized jargon
term for it, but the phone will report the "cell ID" when queried by an
engineer.
