I wouldn't jump to the conclusion that it was the applicant's error. When
someone uses "reluctant" in the context of another person's saying
something, I think of the meaning of the word, as M-W 11 puts it: "feeling
or showing aversion, hesitation, or unwillingness <reluctant to get
involved>; also : having or assuming a specified role unwillingly <a
reluctant hero>."

The sheer use of the word implies (to me) that the subject was not
introduced by that person.
The person responded to something said and wasn't reluctant to do so.
Perhaps the same type of "private joke" was made about the political
position that the applicant holds, and I think he probably did the right
thing--and is today probably hoping he doesn't have to tell the company to
get lost. LOL.

Whether I am correcting interpreting the text is, of course, another
question--one that only the OP can answer.
