This is the "official definition" boiled down to a version that can be parrotted by The Masses during an audit review -- meeting _or exceeding_ the customer's requirements first time, every time, on time. Note that it is the definition of "quality", not of "quality assurance" -- and it doesn't even begin to approach the "QA versus QC" debate.
This is a topic that could too easily slip beyond the scope of "technical writing". I'm willing to ride that slippery slope with y'all and it might be valuable since QA, TQM, Lean, and the rest of the QA alphabet soup do hold a promise of lots of work for good information communicators for a long time into the future.
