Have you remembered to do an update book operation after setting
your pagination and numbering properties? FrameMaker does *not*
update the book-level pagination and numbering on the fly. You
must invoke the update explicitly.

Otherwise, it looks like you're doing everythign you need to do to
get the results you seek.
