Sure, but "toggle" -- like "flip" or "switch" or "invert" -- means
"change from the current state (whatever it is) to the other".

You can "toggle the switch from OFF to ON" or "toggle the switch a few
times"... But if you were trying to be precise, I don't think you'd want
to write "toggle the switch to ON" unless you knew from a previous
instruction that the switch was already OFF.

Also, "toggle" is a significantly less-familiar verb than "set". And
"toggle the toggle switch" is an awkward construction.
