The full of what I said is that structured writing is main skill set of a technical writer AND that, minor formatting issues to the side, structured writing is really all about analysis. This pretty much parallels you comment that "the main skill set in technical writing is the ability to understand complex concepts and information and be able to effectively
communicate it out to those who need to know it in a manner they can
best use and understand that information."

I'd argue this is incorrect. It's an important skill (whether you're
structuring via technology or just the old fashioned way via writing
style) but the main skill set in technical writing is the ability to
understand complex concepts and information and be able to effectively
communicate it out to those who need to know it in a manner they can
best use and understand that information. Everything else is gravy.
Perhaps rich gravy (perhaps with chestnuts and/or giblets), but gravy.
