WebHelp: No IE Toolbar Displayed

I'm working on a WebHelp project. When I generate the project in
RoboHelp, the Internet Explorer toolbar is available near the top of the
window, including the Back/Forward buttons.

We have now connected the WebHelp project to our software (which uses
Visual Basic). In the software, when the user clicks the link for Help,
IE opens with the WebHelp project. Everything looks great. However, no
IE toolbar is available near the top of the browser window; thus, no
Back/Forward buttons.

Question: Any idea why this is so? How can we make the toolbar display?
