FM to HTML conversion issues

I am trying to convert FrameMaker files to HTML as part of a major
project to upload files for display to our customers. For some reason,
the saving of our FrameMaker files to HTML only seems to work with the
files in English and other Western European languages. The HTML files
for the Eastern European (Polish, Romanian, Slovenian, Hungarian)
languages and Turkish substitute Western European characters wherever
the language-specific characters should be, and as a result, the HTML
files don't look right. Concerning our Cyrillic and Greek files, the
HTML comes out looking like garbage. Does any one know of any possible
fixes for this problem?
