Framemaker xrefs break repeatedly

Hello, everyone. I'm working with a fairly large Framemaker book (15 
chapters, 400 pages).

Early on, I needed to add new files to the book, and reorder and 
sometimes rename the files already in it. I did this all from inside the 
book. You know that when you do that, you get messages explaining that 
backups will be created, the file will be renamed,and all hypertext 
links will be updated.

Yet, after doing just that, when I next updated the book, links were 
broken; they still pointed to the old chapter filenames, which no longer 
existed. I had to manually repair them all.

I have had that problem several times and have repaired the links 
several times.

Now, Framemaker has moved on to a new phase. When I open a file, the 
links are broken; when I go to repair them, the cross-reference popup 
gives the the correct file and section already highlighted. All I have 
to do is click "OK."

But, I have no confidence that the NEXT time I open the book, all links 
will work.

Have you encountered this? True, I was off in Word-land for several 
years, but this is the same old Framemaker 7.1 I used for years 
beforehand. What am I missing?
