I can't specifically address TTU's PhD program, but I can say their tech comm. programs in general are among the very best. An important issue with their PhD program is the quality of their networking. Students who leave there are networked with a huge community of academics who can invite them to contribute to special issues, books, boards, and the like, and that helps with any academic's career. I also know that their graduates are much desired by programs looking for professors.
