The new InDesign CS4 seems to be the choice over FrameMaker too. It will
now do cross references and such, according to what I read in its
advertising brochure yesterday. I would probably go out and purchase it
myself instead of upgrading my FM 7.0 to FM 8.x.

As to comparing either of them to Word? Although Word keeps becoming
more like a DTP application, it isn't one yet.
