You can use multiple cross-references -- one to the heading number,
another to the heading text, and then a third to the page number. Insert
the appropriate punctuation and/or connecting words between them to
create something like this in three (more or less) easy steps:

See Section 3.2, "Configuring the Widget," on page 27.

Not as elegant as FrameMaker's x-refs, is it?

But the automatic "above/below" feature is pretty cool. :-)
