Isn't an implied subject a form of passive voice?

It is certainly an example of the root of the problem, which is the lack of a Formal form in the English language. In German, for example, we would have all the usual tools of language available to us as long as we used "Sie". In Spanish, it's "usted". We don't have those options, so we have to mess around with fairly artificial ways of dancing around the problem.

I'm sorry, I see no evidence that this is effective. I agree that the bullet point form is handy, but in standard American English, especially Midwestern dialect, the need for artificially constructed formal structure does not appear necessary.
