This is laughable. A dollar per page to might be OK for a quick edit, but
that's about it. Original content, with research? No way.

You must be bidding against folks who are unemployed and fail to realize
that the hours they spend on this would be better suited to job
hunting. Your client can knock himself out; it's not worth any more of your
time except to let them know that when they want the thing redone because
the quality was non-existent, you'd be interested at the original rate you
quoted.

You may even tell them that there'll be a premium involved, unless they
agree to letting you start from scratch. Inheriting someone else's shoddy
work will only delay you, IMHO.
