The resume is expected to have entries that can be neatly separated into
pre-identified categories and lists of keywords. The operation can be
automated, and apparently is.
The cover letter is more of an open format, and parsing it requires
thought. They would have to hire someone to read it--perhaps someone who
could actually understand the meanings and the implications of the
terminology that you might use.
My constant wise-guy remarks in this forum are supposed to be funny, but
I fear they may instead be true.
