Right; I admit I'm way off target for the original question, but I do
feel that having to put much effort into thinking about bulleted lists
just might be a warning that the lists are being used wrongly.
Personally, I prefer to keep my lists to three, or no more than five
items, and to construct them so that no punctuation whatever is required.

On the other hand, I encounter them so frequently in material for which
I'm doing only a slight rewrite that I cannot say I follow any rule for
them consistently. I try to ensure that items are parallel within a
list. (Gazes at ceiling.)

Certainly someone has done a study on using versus avoiding bulleted
lists, possibly right here on techwr-l. References, anyone?
