It has been my experience that there is NEVER a down time or slow time 
where you can do the switch. You need develop your DTD, create your EDD, 
create your conversion templates, and do them on an ad hoc basis from 
the most used documents to the least. Testing your conversion on least 
used documents works best. It's a cost of doing business. Just like if 
you changed your tool to something totally different. You bite the 
bullet and do it.
