Uh, no, it's not a design flaw. Feedback is an optional module, you
purchase it separately if you need it, as Fred already pointed out. If you
or your client doesn't need the functionality, there's no problem. Buying
the module without buying the licenses for the help authors to enable it
would be rather pointless, but doesn't indicate any stupidity on the part of
MadCap. Remember that a feature request has already been submitted by Sharon
to add the opt-in/opt-out piece to the module. Pat yourself on the back for
bringing this to her attention as a development need, but please drop the
argument that somehow Madcap is perpetrating some sort of deception against
companies desiring to create help output. Unless you have sat in on all of
their sales pitches and contract negotiations, you cannot possibly know what
is being communicated to MadCap's customers regarding Feedback.

Not that it makes any difference to my argument, but the design flaw
is in Flare.

You need to buy a special license to unlock it, and the feature's
useless unless you have an instance of MadCap Feedback Server or a
subscription to the MadCap's Feedback Service, but it's Flare that
needs to be updated to add the opt-in to the deliverables.

I'd have a problem with MadCap shipping this regardless
