I have the latest versions of FrameMaker and Distiller and can reproduce this.
I think it's a bug. In most contexts, Unicode 2010 (hyphen) *should*
be substituted for ASCII 45 (hyphen-minus), since the latter is
appropriate only for code listings. Somebody probably decided to add
that "feature," not taking into account that in code listings such
substitution is inappropriate.
The question is whether the bug is in FrameMaker or Distiller.
