I use Robohelp (and/or Flare) all the time--webhelp output is extremely
useful for intranet content such as policies, procedures, terms &
conditions, operations handbooks, etc. Even more so when I can specify
multiple output types, and create PDF files for those who need the comfort
of the printed page.
Robohelp may have started out as a tool for application support, and I have
used it in quite a number of development groups in the past. But its uses
have evolved over the years, and I use the tools that make the most sense
for the audiences I serve and the projects I support.
