To me, a menu or other device is "dynamic" only if it changes its appearance and content as the situation changes - shows new possible actions as previous actions make more actions available and appropriate... hides actions that aren't useful/usable before you do some prior activity.
As for "screen", that's mostly outdated in the modern windows-centric world, unless perhaps each of your "action" tabs, when clicked, tosses up a dialog that exists only in full-screen mode and can't be minimized or shrunk to occupy just part of the screen (display area).
"Screen" was a hold-over from anciient days of terminals, was it not? In that case, every time you changed context, you literally got a new screenful, wall-to-wall... in vibrant green-on-black or amber-on-black... :-)
