It's a relatively common requirement for TW's in software, not so much in
other areas of IT (I never needed it in IT Operations, but I did in software
development). Usually I see it when they're looking for someone with
business analyst (or QA analyst) and TW experience.

Recently I've seen a technical writer posting that includes UML
modeling as a requirement. Unfamiliar with the term, I checked it out.

Based on the Wikipedia description, I'm wondering if the requirement was
just thrown in there, or if that's a common requirement for technical
writers working in IT. Or are they looking for someone who's written
code in the past?
