In general when there is a "big spreadsheet" (or worse, a big Access db) the client should be using a genuine db system such as Teradata, Oracle or Sybase, with applications to provide the needed usability.

What happens when someone at the client's office decides to e-mail the pointer to the Word doc to some outside person, and actually e-mails, instead, the entire spreadsheet? That'll be the spreadsheet complete with all the customer and competitor info and everything else that's tucked into it. A proper db system won't allow that kind of action.

IMHO the client needs a db guru in addition to a tech writer. If the client already has a db section in their IT group, those are the people who should be advising what to do.
