Re: "Is exceeded" acceptable grammar?

My two cents.

Because the "application stops" in the present tense, the "limit is 
exceeded" in the present tense.

Could be rewritten to something like "The application stops . . . .every 
time the spool limit is exceeded."   or "The application will stop . . . . 
.when the spool limit is exceeded."

I like it the way you have it.
