I think the point was that the document's intended readers were people who already had the requisite training to understand its contents. There is astronaut training, of course, and it is "special" as all hell, but the training that would enable a person to fully understand the terminology in the Apollo Command Module flight manual would have been completed long before that person ever achieved the necessary access to make use of it.
OTOH, anyone who can afford the cost of a PC is in a position to need to know what CTRL-ALT-DEL is for.
