Buaaaaahahahahahahahahahahahahaaaaaaaa!

OK, what I'm getting at is that this was anything but a surprise or
a shocking new kind of event, the like of which had never been seen.

Nobody, from the lowliest hand on the rig, through the shift supervisors and
local bosses, up through the managerial and executive ranks at all the
involved companies could possibly have grown up in the world without
having heard/read/watched about the Exxon Valdez, various coal mine
collapses, mass poisonings at public events, nasty and embarrassing
(not to mention costly) product recalls, and then all kinds of corporate
governance and financial scandals ... and the list goes on... and when
did the middle and senior types NOT attempt to find scapegoats lower
in the pecking order?

It should be second-nature now to anybody getting told to do something
or to ignore something that twigs their conscience or makes their
hackles rise, to C Y A !!

I wouldn't expect the lowly pipe monkeys on the rig to be standing up
to Mr. 3-thousand-dollar-suit from BP. He wouldn't be
talking to them. He'd be leaning on the most senior person working
the rig, who would be the overall rig boss or the current-shift boss.
That person would have relatively clean clothing, a clipboard, a radio, very likely
a cell-phone... though not much use at sea.

My understanding is that cheap cameras (whether built into
cellphones or not) are becoming ubiquitous at construction and project
sites of all kinds, as the easiest way to capture the details of a problem,
convey answers to questions, show what the locals have cobbled
together to brilliantly address a need, to CYA... etc. "

Moreover, if anybody on a rig or a wind-farm, or a power dam project,
or.... name it... is likely to have read the manuals and policy directives
and OoTD, it's the local pit-bull manager. THAT guy, having
survived the years in the trenches necessary to become the guy
in charge of a "shop" like that should have both the smarts and
the ... um... low-slung motivational bits to push back a bit, and to
be absolutely sure that if something iffy is going to happen,
somebody else's name is affixed to it.

Mr. Suit has to really, really want something done outside of
procedure if he's willing to put his chop on the order.
If he's not willing, then that tells everybody something
very important.
