[Stephen Arrants] That's one of my worries, too. If the certification
program is structured as a checklist, where you have to complete 8 of
ten areas, and here's the criteria, then it opens itself up to being
easy to game.
We all know people who have gone all the way to All But PHD who are only
passable technical communicators, and those who dropped out of college
who are very good at communicating to a diverse audience. Anecdotal
evidence isn't data, but it is often all we have to go on.

My gut feeling is that incredibly competent and experienced people
*won't* get passed over and forgotten, at least not in the first
screening levels. If they're competent and experienced, then they know
how to make their resume an such stand out and be noticed.
