Exactly. And you can't convert a body row into a heading row. To fix this manually, select Table > Add Rows or Columns. Set the dialog to Add 1 Row(s) To Heading and click Add. Then copy the cell contents from the old "fake heading" row to the new "real heading" row, and finally, delete the "fake heading row." 

Needless to say, if you have to do this often, you'll want to automate it. I can't recommend highly enough the TableCleaner plugin from Rick Quatro (frameexpert.com), especially if you bring tables in from Word frequently. Word tables have a bunch of crud remaining when imported to FM, and TableCleaner cleans them quickly and easily. It does not only that job, but a bunch of others that will save you a ton of time (like resizing columns of all tables in doc, of a certain style, etc.). 

BTW, Table Continuation doesn't make a row repeat. Heading and footing rows repeat automatically. Table Continuation inserts a variable of that name on subsequent pages so that the repeated title or heading says, "(continued)" -- or whatever alternate definition you give to the variable.
