Finally found the time to research this one. There are a number of apps
(free and otherwise) for remapping keys, but you don't need them. If you
don't mind editing the registry, the instructions at
http://www.usnetizen.com/fix_capslock.php are very easy (scroll down to
Remap Multiple Keys).

F10 is now the Windows app key.

Every Dell laptop I've owned till this one had that key.  And this
keyboard is as wide as the last one.

Guess I'll customize SHIFT+F10 (thanks, Richard) to just plain F10...
somehow.
