The primary reason you won't be able to sell "Document Engineer" or
"Documentation Engineer" as alternate titles for technical writers is that
they're already taken.

"Document Engineering" is a subset of Information Systems/Technology, which
covers the design and implementation of tools and processes for creating and
managing sets of information used by computer systems ("documents"), as
opposed to development of user instructions.

"Documentation Engineering" is a subset of Project/Program Management, which
covers the creation and management of project documentation such as
drawings, specifications, schedules, contracts and contract modifications.
