URGENT: PDF commenting question

Is there a reason why others in my department cannot seem to comment on my
PDF files? There is no security applied to the PDF, and the file is
specifically marked, from a Windows OS perspective, Everyone - Full Control.

They are using the latest Adobe Reader, whereas I have the only Pro license.
Is there a freeware tool they should be using instead?
