I'm surprised that in all this talk of Flare and Robohelp, no-one has yet mentioned Help and Manual. I evaluated Flare and H&M earlier this year and found H&M to be simpler to learn, as well as being cheaper. Capability wise there was no major difference that I could see, so we went with H&M.
