Another possibility is to go to something like the STC salary survey or
payscale.com, get some numbers, and quote them. Something like:

The Society for Technical Communication salary survey (URL)
indicates that the average rate for an experienced writer in
(REGION) is $(NUMBER) a year. You should be prepared to
pay above that average rate to get the best employee. The
rate I want would depend on other benefits, on the interest
of the job, and on the complexity of your documentation
requirements. However, we can take the STC number as
a good starting point for negotiation.

This will drive away anyone who is just looking for the cheapest
solution,which is good.
