The idea of having an extended period without imminent
release cycles to polish code and documentation is an attractive
one. However, I'd advise strongly against a solution that involves
offering bounties to developers in relation to bugs. It's been tried
before and did not have the effect that the company hoped - they
were giving bonuses for fixing bugs to the very people who could
easily introduce them :->
